The Context
The quotes signify an actual quotation. They’re mocking (and sometimes paraphrasing) something someone has said. In this scenario, he’s mocking what you said about yourself by directly quoting it. It adds a sarcastic tone meant to immediately tell his readers that he himself is not saying that, but that someone else did.
